Add the aws-dev Terraform for the single-box deployment

Add the aws-dev Terraform for the single-box deployment The EC2 + RDS + S3 + KMS + Route53 stack behind damrs.axelerant.tech, matching the terraform/nightly-ci layout. instance_type defaults to t4g.medium: t4g.small's 2 GB swap-locks under bulk ingest plus AI enrichment. my_ip_cidr has no default so an operator's own address is never committed — real values live in the gitignored terraform.tfvars; see terraform.tfvars.example.
