Space table delimiter rows for MD060

Space table delimiter rows for MD060 markdownlint 0.41 added MD060, which requires a table's pipe spacing to be consistent. Header rows were written with spaces and delimiter rows without, so every table in the tree reported a violation once the pinned action moved to that version. Fixed the tables rather than switching the rule off. Hosted CI is the only place this shows up, which is why the candidate did not catch it.
