ci: use a specific chezmoi version to avoid GitHub API limits

ci: use a specific chezmoi version to avoid GitHub API limits If we don't specific chezmoi version, the role gets the latest release which needs GitHub API. Since the API is throttled, we face errors in CI. Avoid them for now by specifying the current latest version.
