@NWOM, this is something related to weighing system and our sort capability.

While adding panels_ajax_tab one need to choose the right weight by dragging panels. If site-builder only selects and fill-out the rest information the sorting will be done on the selection then on weight, in this weight is assumed 0, this weight is being compared and there is no guaranteed of order.
