I had the same error, yesterday. If you see the details of the error, it would say that it cannot find the following file:

/sites/all/modules/jquery_update/replace/ui/ui/minified/jquery.effects.highlight.min.js

Assuming that you have jQuery Update module installed, if you see the folder in which the file is expected to be in you will notice it is there but only with a different name jquery.ui.effect-highlight.min.js. For me, since I wanted the SimpleAds module to just work, I just copied and renamed the file as per the requirements of the jquery.cycle library.

The main issue here the jQuery & jQuery UI version mismatch!
