fix: Switch Super-Linter to allowlist strategy for Biome - Remove all `VALIDATE_XXX: false` entries to avoid "Behavior not supported" error in Super-Linter when mixing true/false. - Explicitly enable `VALIDATE_BIOME_FORMAT` and `VALIDATE_BIOME_LINT`. - Explicitly enable other desired linters (BASH, CHECKOV, GITHUB_ACTIONS, GITLEAKS, MARKDOWN, NATURAL_LANGUAGE, PRE_COMMIT, SPELL_CODESPELL, TRIVY, YAML) to maintain previous coverage.
