From drupal version >=8.8.0 path.alias_manager services was changed to path_alias.manager. So removing key "core: 8.x" and adding "core_version_requirement: ^8.8 || ^9" from info file. So basically drupal version which are >= 8.8 will now use path_alias.manager instead of path.alias_manager.
