Tried to replicate the issue, Tested on v 9.4.0
- Steps Followed
-- Enabled layout builder.
-- Edit the block type and added a field with media embed widget.
-- Adding new image or selecting of image and insert works as intended.

Issue detected when No image is selected and insert image is clicked, It does not display the error on the form, but logs it ind blogs.
