Anonymous users can answer poll. While creating or editing poll you get an option "Allow anonymous votes". You just need to enable that and your case gets working.

Also you can try https://www.drupal.org/project/poll/issues/2909811#comment-13237624 patch if you want more flexibility with anonymous voting.
