I am editing the title to indicate that this is not just an installation error. This happens even during regular site usage.

Secondly, the patch worked in my composer workflow and my site is now back up. I think this is a critical bug as it breaks existing sites. I am marking it as RTBC as I didn't really change the patch, just fixed the path.
